Interim Inspection Checklist
Volume 4 of the Pesticide Use Enforcement Program Standards Compendium, Inspection Procedures, has been completed and will be announced shortly in a separate letter. New regulatory requirements have necessitated revisions to the inspection forms that have also been completed. The revised manual covers the new requirements and also upgrades procedures for some existing items.
The challenge we have is that software changes must be made to implement the use of the new forms on the PC tablets in the field. Before the vendors can make those software upgrades, DPR has to have made database changes so the two will be able to interface. We have been informed that completion of this entire project may be a year or more away.
As discussed at the Pesticide Regulatory Affairs Committee meeting during the CAC spring conference, the best solution was to develop an interim checklist to ensure capture of the new items during an inspection. Since the use of this checklist will be temporary, we will not be distributing supplies of it. Please print out the attached and make copies for your use. We have extracted and attached the instructions for the specific items covered in the revised manual.
There are some special instructions that apply only to the interim checklist.
- If a violation of a new requirement is found during the inspection, document it on the interim checklist and then also note it in the remarks area of the primary inspection form or on a supplemental inspection form. Providing the person inspected a copy of your primary inspection form will provide notice of the violation. There is no need to provide a copy of the interim checklist to the person inspected.
- Put the inspection form number and serial number of the primary inspection form on the interim checklist. Attach the interim checklist to your copy of the primary inspection form whether or not violations were found.
- A copy of the complete inspection (primary form and checklist) should be submitted with your PRAMR following current procedures. The Enforcement Branch is planning to temporarily capture the data on the new items from the interim checklist in a manner that will allow transfer to the new database once it is completed.
We realize that this situation will cause some inconvenience in the field. Please accept our apologies. However, it is important to begin including these new provisions in our inspections. Please begin official use of the interim checklist as soon as possible after July 1, 2008.
