Updates to Volume 4, Inspection Procedures, Pesticide Use Enforcement Program Standards Compendium

This letter announces the availability of, and summarizes updates to, Volume 4, Inspection Procedures, of the Pesticide Use Enforcement Program Standards Compendium. Updates are enclosed and are also available online at the link provided below. Please have your staff begin using these updates as soon as possible. Hard copies of the updates will not be distributed.

To print the revised portions of the manual, print the enclosures. It is recommended the sections be printed back-to-back. Remove the old pages from the manual and insert the new pages. (See the Replacement Page Instructions page enclosed.) The entire manual is available at www.cdpr.ca.gov/docs/enforce/compend/vol_4/inspect_procedures.htm.

The list below identifies the changes that have been made in the replacement pages.

1. General Overview – Revised to include compendium description
2. Table of Contents page ii – Appendix 5, Bag Burning and Disposal removed, pages reserved
3. Page 19 – Structural license codes revised. APP changed to RA
4. Page 20 – Business License Number instructions expanded to differentiate between agricultural and structural licenses.
5. Page 28 – Table revised. FAC section 11897 “Does Not Apply” column clarified.
6. Page 41 – Pre-App requirement, 4 instructions expanded.
7. Page 64 – Requirement reference corrected.
8. Page 68 – Labeling statement “Avoid breathing spray mist” addressed.
9. Page 83 – Requirement 33, Dormant Insecticides, code section corrected.
10. Page 95 -Requirement 20, Properly Sealed Space, code section corrected.
11. Page 106 – Requirement 11, labeling statement updated to reflect MBr labeling prohibiting all gloves.
12. Page 130 – Requirement 1 scope revised to include only Branch 1 activities.
13. Page 142 – Requirement 25, requirement label modified, exemption clarified.
14. Page 157 – Labeling statement “Avoid breathing spray mist” addressed.
15. Page 175 – Requirement 9, Change Area, scope corrected.
16. Page 184- Requirement 23, Respirators Inspected, scope/exemptions corrected.
17. Page 194 – Requirement 2, license names corrected.
18. Page 197 – Requirement 9, code sections corrected.
19. Page 199 – Requirement 11, posting exemption for displayed pesticides added.
20. Page 208 – Requirement 3, Change Area, scope corrected.
21. Page 213 – Requirement 12, Respirators Inspected, scope/exemptions corrected.
22. Page 234 – Eyewear Provided and Used, ANSI standard removed, page number reference corrected.
23. Page 236 – Figure C referencing ANSI markings removed.
24. Page 241 – Exemptions, page number references corrected.
25. Page 242 – Added long sleeved shirt and pants to body protection table.
26. Page 244, 241.1 – Added minimal exposure respirator selection guidance.
27. Pages 321, 322 – Appendix 5 removed, pages reserved.

Please note: this update also contains changes to the format of the documents that should provide for easier reading and reference. These changes include:

1. Updates no longer have a bar in the margin.
2. Page(s) will be dated for the month in which they are revised. This change allows the reader to know if they have the most recent version; revision date can be compared against the Inspection Procedures Updates Replacement Page Instructions.

We hope these changes are beneficial and make for easier use of this Volume.
