Background
A written pesticide safety training program is required for training employees who handle pesticides and fieldworkers who enter treated fields. The training program must be presented by a qualified individual annually to pesticide handlers and fieldworkers.
Attending and successfully completing a DPR-approved Train-the-Trainer (T2) Program will qualify individuals to train pesticide handlers and fieldworkers.

T2 Programs
- By attending and successfully completing a DPR-approved T2 course, an individual becomes qualified to train pesticide handlers and fieldworkers, according to 3 CCR section 6724(f)(5) and 3 CCR section 6764(f)(3).
- A T2 Program must include “how to train” information that stresses effective techniques for basic pesticide safety training and provide training materials, such as a training manual, to all attendees. DPR’s Train-the-Trainer Manual, PDF may be used as part of a submitted T2 program.
- All T2 Programs and T2 Instructors must meet the minimum criteria, PDF in order to be approved by DPR. To receive DPR-approval, an instructor must demonstrate that they have knowledge and experience in the following topics: pesticide handling activities, regulatory requirements for pesticide handlers and fieldworkers, teaching principles, and instruction techniques for adults.

NOTE: DPR’s T2 Program staff are working remotely during the COVID-19 pandemic and are not immediately available to receive T2 Program submissions sent to DPR’s physical address. If you plan to submit a T2 program, please email T2Trainers@cdpr.ca.gov to alert staff of the pending delivery so they can arrange to receive your program in a timely manner.
Pesticide Safety Training
- A written pesticide safety training program is required for training employees that handle (mix, load, apply, etc.) pesticides and for fieldworkers who may enter treated fields. (Title 3 of the California Code of Regulations (3 CCR)*. Training resources are available at DPR's Worker Protection Program Webpage.
- For pesticide handlers, the pesticide safety training program must meet the requirements set forth in 3 CCR section 6724*. When pesticides are used for research or commercial production of an agricultural plant commodity, a qualified trainer must provide the training.
- For fieldworkers, the pesticide safety training program must meet the requirements set forth in the 3 CCR section 6764*. A qualified trainer must provide the training for fieldworkers.
- A trainer is qualified to provide pesticide safety training if they meet one of the criteria listed in 3 CCR section 6724(f)(5) for pesticide handlers and in 3 CCR section 6764(f)(3) for fieldworkers.
*Note sections 6724 and 6764 have been updated to account for new training topics that are required for pesticide handlers and fieldworkers effective March 1, 2018.
