What are Public Comments?
The Department of Pesticide Regulation (DPR) collects public comments on proposed regulations, initiatives, and programs to collect feedback from all impacted parties. Public feedback and public participation supports and informs an equitable approach to our regulatory process. Comments on registration decisions can be made through our Stakeholder Notices and Info page.
How to Submit a Public Comment
You can submit comments to the California Department of Pesticide Regulation (DPR) in the following ways:
- Submit a written comment or comment letter through DPR’s Public Comment portal, SmartComment during open public comment periods.
- For a regulatory proposal, you can also send a written comment to the contact listed alongside a rulemaking proposal. You can send comments via postal mail, courier, facsimile, or email.
- To submit a comment on a registration decision, visit our Stakeholder Notices and Info page.
- You can also attend a public hearing or public meeting to present written or oral comments. Visit our calendar of upcoming meetings, workshops, and events to see upcoming public events.
Regulatory Comment Period
We open a minimum of a 45-day comment period when we initiate a regular rulemaking action to collect feedback from the public. Following that comment period, we will open an additional public comment period of at least 15 days if we make substantive changes to the proposed regulation.
If we make substantive changes to the originally proposed regulation, we will send a new Notice of Proposed Action as well as the modified text to any individuals who have already submitted comments. The Notice will contain information about the new comment period’s start and end dates, alongside where to send new comments.
Response to Regulatory Comments
As part of the regulatory process, we will summarize and address all comments in the Final Statement of Reasons (FSOR) document, which we will submit to the State Office of Administrative Law (OAL) as part of the final rulemaking file.
Once DPR has submitted the final rulemaking file to OAL, members of the public may request a copy of the FSOR. The FSOR is also featured on the DPR website.
